This mod isn't supported anymore. I haven't worked on it in over a year, and looking at the code now, I have no clue how it works. Feel free to use this mod for anything you'd like, or to finish the project I started.

I was always bothered by the fact that killing 12 people in Whiterun brought 0 repercussions when going to other holds. No longer! Now the word of your mass murder will spread to the other holds in Skyrim, making you a truly wanted outlaw!

Details:

Factions now have an Active Bounty and a Passive bounty. An Active bounty is gained by getting caught committing any crime. Passive bounties come from active bounties.

Passive bounties will only begin to appear if your total Active bounty in all of Skyrim gets too high (Default is 2000). Passive bounties will vanish when your active bounties are paid off. However, paying off passive bounties will go towards lowering your active bounties. However, be warned! Committing a crime in a Faction with a passive bounty will cause that bounty to become active!

This mod affects every Faction, Except for Solstheim.

Compatibility:

Compatible with most other mods, however any mods that modify your bounties across Skyrim may cause this mod not not work properly. I've not tested any, though I would be happy to check compatibility for mods people would like to pair with this one.

Requirements:

As of right now, there are no requirements to run this mod, it should work on vanilla Skyrim, Though I would highly suggest making sure you are running the newest version of SKSE64
