Would you mind if I posted an updated version of this, full credits to you of course, using some of the feedback from the comments section, I've expanded on the original somewhat.
Super tiny issue I noticed when looking at it in xEdit - Redwort Flower is listed as an item from the "planes of Oblivion", but it belong in the list of things from normal mainland Cyrodiil. It's not in the Shivering Isles or the Deadlands.
Aside from being a simple idea that works well, this also makes it slightly less random when hunting particular rare ingredients, as long as you know what "region" they're sourced from (which is generally obvious).
(I do feel like there should be an extra vendor each for the Cyrodiil and Daedra region ingredients, since there are three vendors for the Morrowind region).
I recommend adding Shivering Isles ingredients to Wylandriah, the court wizard in Riften. Maybe add them to Falion in Morthal as well. Wylandriah has a note in her quarters that reveals she mentioned greenmote to Mirabelle Ervine at the College of Winterhold, who states that it doesn't exist. This suggests Wylandriah was able to obtain ingredients from Sheogorath's realm at some point. Falion seems to have extensive knowledge of the realms of Oblivion and claims to have traveled there, so he could have these ingredients as well. Another suggestion is to add all new ingredients to *every* alchemist in the game, at a very rare rate. These vendors buy ingredients from travelers after all, and there's always a chance that their regular supply chains get something new from whomever else they deal with. It just seems natural that these unusual ingredients would make their way to various apothecaries throughout Skyrim on occasion. Lastly, they could be added to certain loot lists, especially Cultists from Dragonborn since they always carry alchemy ingredients.
