Yes, they way that Hearthfire "builds" house components uses an invisible marker. The objects are tied to that marker so that if it is enabled, they are enabled. This way the "construction" actions only need to enable that marker to have the appropriate objects appear. This mod links the pump and bucket to the same marker that is used by the garden. It does not matter when you add the mod.
