why would you make fire breath quite powerful & useful on legendary difficulty but make frost breath completely useless. Its incapable of killing basic enemies & the slow is not very useful.
I was just checking this mod out and noticed he said this "Extended duration which means more damage per second and longer slows." He actually nerfed it by 15 damage points overall, which is antithetical to what he's saying here, I don't know why you'd *nerf* a shout in a mod called Legendary shouts.
At level 60 I finally used the third word of slow time and holy s#*! that was awesome for like two seconds then I noticed that the 4 sec remaining on the slow effect felt more like 4 hours irl lol thankfully you can wait the duration off if anyone ever runs into the same experience be advised tho that it takes some time for the wait to go off and before I waited I tried to learn a word and had to go to a earlier save due to the word wall being bugged so it should be possible to use shout then wait off remaining slow effect without any major breaks, but when in doubt Quicksave that mofo.
Okay, i get it, we have the blood of a Dragon, we are a Dragonborn after all, but we are no Dragon
i never really get to the point in skyrim to even get the Dragon Aspect shout, and it really should be a poweful shout, but again, we are no Dragon and i think this shout should have an negative effect aswell in our character
Becoming an werewolf have a bunch of negative effects, aswell as becoming an vampire, like, being more damaged by silver weapons or fire, the sun damaging us, not being able to get bonuses after sleeping... As a Dragonborn, i think is pretty ok to absorb a soul of a dragon and use it to be able to learn an shout without all the years that the greybeards needed to learn and shout to perfection, we have the blood of Dragons after all Now... transforming in a biped dragon without drawbacks, even if its only five minutes? meh...
idk, i keep thinking that it should be used like a last resource, maybe?

Hey man, can u change the sound effect of dragon aspect to be vanilla instead of electric sound? Also cant look up and down with controller in Slow Time. Still a decent mod either way.
In short: damage and duration - partially yes, cooldowns (if this is a thing for NPC shouts) - no.
In more details: Miraak uses own version of shouts, but most of them use the same spell as player's shouts, so in a way they share magnitude and durations. But cooldowns defined in shouts, so these are unaffected (and that wouldn't mean any sense for NPC).
Conclusion: Mod doesn't have intentions to affect other's shouts - only player's.
Do you happened to tweak the cooldown timer for the shouts? I think you made an error calculating the cooldowns since I found a glitch: equipping an Amulet of Talos, with a 20% Shout Cooldown, reduces the cooldown of shouts to negavite values, which makes cooldown about zero seconds
There is nothing extraordinary done to cooldowns, mod only changes values of shout recovery time which are nowhere near too low or too high values perhaps there is another mod you have that affects shouts?
Not that many, only two issues reported here might be caused by the mod:
Animal Allegiance - seems was incorrectly implemented for its area, effectively turning off the effect. Mod modified Base Magic Effect VoiceAnimalAllegianceEffect area, but then overwrote them in Effect instances attached to the spell. That is my understanding of what happened to it.To fix it simply carry over area values from base effects to spell effects instances.
Slow time bug - not necessarily issue of the mod, but more like engine problem, the mod only turns up the effect to 99%, which still should be good enough, but engine might glitch out there, this might be only the case if you happen to tweak timescale as it is known that too low values might cause weird stuff. So I'd probably revert or decrease this value if I had some changes in time-scale department in my load order
