Dyndolod (and its generated Occlusion) file appear to turn off the "no grass" flag if its present in the top-level worldspace data, which will reenable the grass for most users since the occlusion file needs to load last. There's a synthesis patcher that will add it back in (Configurable Grass Remover)

Edit: Didn't work for me anymore for some reason...weird. Must be something else on my modlist but I don't have any other mod touching Riften.
