Tweaks the "monarch" perk of the alteration tree to better suit my tastes (and yours, hopefully).
In summary:
-you no longer lose 10 points of magicka per seconds. You still can't regenerate magicka however.
-you can now also drain magicka from undead and automatons
-for balancing purpose, the drain has been lowered from 25 to 10 points per second (I might nerf it even further depending on how it plays out in-game when facing large numbers of enemies)
Compatibility:
-Should be compatible with any mod that doesn't directly edit the monarch perk
-A patch might be necessary for Andromeda, most notably the way the atronach stone handle magicka regain, for balancing purposes (so you don't have the magic drain from "the monarch" And the "corrupted arcana" magicka regain from the atronach stone. However having the two shouldn't causes your game to CTD
