UPDATE: 7/28/2019: Fudgeyduff has ported the skse dll to skse64: you can find his here: https://www.nexusmods.com/skyrimspecialedition/mods/27756 The skse64 version does essentially what this does, but at runtime, meaning when you add mods, you don't have to rerun a patcher.
Based upon matortheeternal's Unified Patcher Framework, this essentially emulates the oldrim skse plugin; except for the fact that it needs to be run before running the game; during zEdit Patching.
