Quest spoiler ahead:
This mod is my first attempt at fixing it and not thoroughly tested, but it worked on my end.
Probably will work on a new save, as this fixed my save after finishing Unearthed quest.
1. Installation
Activate esp
2. Uninstallation
Deactivate esp
3. Troubleshooting
Ralis might straight out die after installing this in an on-going save. In such a case, simply open console, select Ralis's dead body and type resurrect 1

In quest Unearthed, if somehow Ahzidal gets glitched and fights Ralis Sedarys, Ralis gets stuck in infinite loop of saying lines like "Ahzidal! Awaken!", "Master, arise!" and "It is time!", even after letting him live. If you let him live, he would travel to Retching Netch and continue above lines infinitely.
The glitch is further described in UESP page
