I think using Base Object Swapper, you could potentially make it so characters could acquire candles by activating candle statics throughout the world, swapping them out with a candle-less meshes and adding a holdable candle to the inventory. This would be a pretty awesome implementation in my opinion, but way above my expertise.
This fits the theme of several of my characters very well. Such a great little QoL mod. Add some of the weather mods' ability for darker nights or interiors and this mod really brings atmosphere.
All my followers have a candle. Great for at camp in the evenings. It lights their faces making it easy to recognize them and talk. I can find who wanders off to mine ore and such too. We also use them in caves and mines. I wish you could buy these and not need to go get them at the start of a play through.
I looked into it at a small degree, and from what I could tell its not possible to add torches/candles to a leveled. I'm more than likely wrong and if anyone could tell me how I would love to do that.

I don't suppose you'd consider making the candles craftable? I'm not sure what you'd even use to craft them though.. Need to maybe add beeswax to beehives first or something XD I just thought it would be kinda weird to pass all these candles around you but not be able to actually use one unless you go to Riften and the Ragged Flagon. It'd be nice to have a quicker/easier way to get them.
I'd love for this to be extended into a normal light mod, more common then the torch and cheaper but not last nearly as long so they can be used as emergency light.

I tried both, manual an NMM installation, but the texture is missing... the candleholder is purple :D

Oh that would suck... I do remember a mod adding coloured torches to guards but I don't know how
