Inspired by Buggy NPC Replacer - KS Hairdos, i tried a long time ago to do something like that for Apachii Sky Hair SSE. Using it for years now it might be about time to publish this mod and let others profit.
This mod replace the default hairs of all npcs with Apachii Sky hairs, regardless of the mods they belong to. Since it only affects the default hairs it won't affect existing mods changing the looks of npcs by changing their hair by other hairs ;-)
This mod is, of course, an espfe file. So it won't count to your modlist.
I recommend the mod Face Discoloration Fix in order to prevent the notorious black face bug.
