Slight Tweak to Konahrik values to make the mask more useful.

I found Konahrik to be pretty underwhelming considering all the effort it takes to get it. So I tweaked the values regarding the Konahrik's effects. Both the 15 and the 30 are ESL flagged and don't do anything other than change some values.
CHOOSE ONE FILE TO DOWNLOAD:
Better Konahrik - 15
At 15% health, has 30% chance to cast Flame Cloak and Grand Healing and a Force spell, and a 15% chance to summon a Dragon Priest.
Better Konahrik - 30
At 30% health, has 30% chance to cast Flame Cloak and Grand Healing and a Force spell, and a 15% chance to summon a Dragon Priest.
