A spell tomb craftable at cooking pots for each major town and a few other vital locations but you need to be IN that town to make the tome.. then whenever you like you can instantly teleport back there.

For "TP Whiterun" you must 1st complete Dragon Rising quest to defeat the dragon at Whiterun Watch Tower.
For "TP College Of Winterhold" you only need to be a member of the college, then cook the spell at any Cooking Pot.
