The duration of candlelight depends on how long you cast it. It's for those who enjoy stealth and vampires.
How can I get it? Make it on tanning rack with Spell Tome: Candlelight and Salt Pile.
The option will only show up at the rack as long as you have the relevant tome in your bag, so it doesn't clutter up your crafting list unnecessarily. (I really hate that)
