I think this has something to do with CS lighting as this issue goes away if you turn that off, but I'm not expert on that and its only an educated guess.
I'm not 100% sure either, but I'd trace it to dynamic cubemaps. These parts are incorrectly configured for shininess even with vanilla lighting, CS features just make it more noticeable.
It's because there is no env map texture included in the mod for the skirt, you would have to make one and assign it's path to the .niff if you want to use the env map shader(witch was most likely left on by accedient)

I already said something about this with the Heavy Legion mod but didn't get a response. I already made the same fix for that aswell.
