About this mod
Simply a Unified Patching Framework (UPF) patcher that applies the NPC Enchant effect that ASIS included.

Directions:
Download zEdit from GitHub, v0.4.1 or newer.
Download the module and extract the "hishyNpcEnchantFix" folder into zEdit's modules folder.
Open zEdit and select either Skyrim or Skyrim SE.
Press Crtl + Shift + P or click the puzzle piece icon in the title bar
Click Build by zPatch.esp
Theory of Operation:
I mimic'd how ASIS operated, let me know if I had messed something up. Actual ToO is TBA.

This was inspired by the original mod, Plutoman101
This file wouldn't exist without mator tolerating my idiocracy or his tool.
Perms:
I don't really care, its a shit script, but I will say try not to be a dick about things.
So, I guess MIT license works.
