Because it's hilarious.
Does clumsiness pose threat of injury to the guards?
Indeed it does. Fatal injury in some cases. Guards may clumsily fall down stairs or ramps and suffer injury or die. Clumsiness inherently decreases the chance that guards will successfully hit their enemies and makes it harder for guards to defend themselves.
Which guards will be clumsy?
The clumsiness ability is distributed to all non-unique guards in each of the major hold factions by default. I omitted some smaller guard factions because it tends to spoil the experience if they are clumsy. For example, the guards at Orc Strongholds and the Dawnguard guards are not clumsy, but the guards in Whiterun, Solitude, and Raven Rock are clumsy, except for any unique guards in these areas.
Can I make other NPCs clumsy?
Yes, SPID allows you to apply clumsiness to any NPC or group of NPCs with the proper configuration in the SPID INI file. I've included an entry for each major hold so you can simply comment out or delete the ones you don't want. There's also a disabled SPID entry which makes all of the bandits clumsy. However, this mostly eliminates any challenge to fighting bandits and clumsy bandits are not nearly as funny as watching the guards fail miserably at defending their hold from a dragon, or faceplanting while you gallivant around and steal everything.
