Looking at the navmesh in CK, the preferred pathing was set to quite a small area and this was causing NPCs to all try to walk in the same spaces, and they'd quickly become gridlocked because there was nowhere for them to move to. This issue is considerably worse when combined with mods that increase town populations. I increased the preferred pathing area so that NPCs will now spread out more and will walk underneath the balconies, and added some more preferred pathing at the main entrance where it was missing, so now NPCs can move more freely and the area less crowded.
