Isran only gives you 50 bolts, and you cannot make more until you do more quests. This is intended as a stopgap until then.
Before you are able to craft regular steel bolts, this mod will let you craft crude bolts that do less damage.
You need:
Steel smithing perk
Unable to craft regular steel bolts
1 steel ingot and 1 firewood (same as regular steel bolts)
