Thieves Guild fences such as Tonilia sell Skooma and Moon Sugar.
Enthir and Fallion sell more Black Soul Gems. They are the only merchants that sell Black Soul Gems by default.
Uses SkyPatcher to add items to the appropriate vendor containers. No plugin. No conflict.
Enthir and Fallion - Sell 10 Black Soul Gems instead of 1
Fences - Sell 5 Skooma and 3 Moon Sugar
