After you complete the quest Darkness Returns and return the Skeleton Key, you are immediately granted 100% MAXIMUM pickpocket chance.
This effect lasts forever as a permanent ability.
The MAXIMUM pickpocket chance in vanilla (and while without this blessing) is 90%.
In-game dialog states that the Thieves Guild has had bad luck ever since Mercer Frey betrayed Nocturnal, who then restored the guild's luck after Frey was dealt with. This blessing is a potential way that this luck is restored.
This is labeled as "Uncanny Luck" under your magic menu's active effects.

FAQ
Q: Wouldn't that render the element of leveling up the skill to begin with completely useless?! A: This only changes the MAXIMUM pickpocket chance. You still need to be good at pickpocketing to even reach this MAXIMUM. Rather than capping the pickpocket chance at a MAXIMUM of 90% no matter how high your pickpocket skill is, that cap is now 100% if you finish the Thieves Guild quest line and restore the favor of Nocturnal.
Q: Does option 1 this give you the blessing too early? A: No, the shrine is only available after completing Darkness Returns:
After you complete the quest Darkness Returns, a shrine to Nocturnal is installed in the water between the entrance to the Ragged Flagon and the training room.
