As a Wizard Player who also loves running with Armor, since there're no really good mage armor for guys other then Eclipse Mage.. I love this premise. I'm plugging this in just for Gits and Shiggles.
if you mean having the main affecting only npc, that is what I did, I removed the script and the perk for player and left only the npc records. I always found (not only me judging the number of mods that nerf mages npcs) npc mages overpowered compared to player, not only for their mana pool, but especially because they can run fast and anyway be super precise in aiming the target... the player can be fast as he wants but it's hard to aim then... so we really don't need to nerf the player mage. btw wands and staffs should be heavy too... for NPCs
p.s. just removing player records and script I got the weird effect of having no overweight slow down anymore...
"Version 1.01 - Added condition to avoid negative speedmult for npc" Is such thing even possible? is one of the oldest never solved problem of slow down spells effects in skyrim (afaik). There are a couple of mods (this and this )that try to solve the issue but afaik they fail to do so (or at least they don't cover also spells packs mods). If you can add such a check condition to all speed modifier spells would be great, but I guess each spell pack mod should be patched...
Unfortunately I can't account for all spells, its just a check on my end to not apply further slowing if it would cause it to go negative. There are probably more robust solutions but this is such a small scope mod I think this should suffice for now.

Could you please make optional file that adds the slowdown effect to player also?
