ESL-flagged patch to move the CFTO carriage and boat for compatibility with Minor Cities Dawnstar

CFTO / Minor Cities Dawnstar patch
Moves the carriage to just past the new stables, and disables the fence on that side of the road. The boat/ferry is moved a short distance from where it was so that its dock is more accessible, and the other boat that was laying on the shore in the same spot is disabled.

Carriage and Ferry Travel Overhaul - Fixes and Winterhold overwriting the original Carriage and Ferry Travel Overhaul
Also required are both ESL-flagged add-ons (Lanterns and Covered Carriages) from the "Fixes and Winterhold" version.
