So does using this mean https://www.nexusmods.com/skyrimspecialedition/mods/41881 isn't needed anymore or does it have data the patcher needs to build correctly?
Ok, so after doing some further investigating things are a bit messier than I originally thought:
It appears that the ERS options mod (the one you linked) comes with 2 scripts that I don't see in the BSA for SRC AIO that seem necessary, so we do need some version of the mod installed just for the scripts. I will update the requirements here to clarify this.
However...that still means we need to run the FOMOD, which will auto-detect mods that it has patches for. Either way, you would still want to run this patcher since ERS doesn't include patches for some mods (like AYOP), and you don't have to micromanage load order. If none of that applies to you, then I guess you don't need this until a hypothetical AIO update that includes those 2 scripts. I will see if I can persuade the author of SRC to include them in the next update.If you're using any of the "additional" versions for Notice Board, Missives, etc (second screen in the FOMOD) - those are currently outside the scope of this patcher since those mods add new quests that aren't in the base game. I can look at possibly adding support for those in the future, but since I don't use those mods I can't promise any specific timeline. However, since they are separate plugins and only touch the quests from those mods, you can likely be fine with just loading them later.

The scripts aren't needed by this patcher, they're what add locations to the formlist when they get cleared so that they don't get reused.
You could try running without them and see (I may try it myself just to confirm) but what I expect will happen is you'll get a radiant quest assigned to a location you already cleared since it was never added to the list.
That's certainly an option, though you do lose part of the point of the mod if you do that.
I would rather try and collaborate with the author of SRC on a solution that would see Synthesis take over the patching responsibilities so that they can focus on other things.
In hindsight, maybe this wasn't the best patcher to debut on Nexus (when I wrote it I thought like OP that it would remove needing to install the separate ERS mod), but what's done is done. It's not like it doesn't work - it's just more confusing than it should be.

Will automatically detect and patch the following quest mods:
v2 requires .NET SDK 8 - you will have to upgrade if running an older version
The latest SRC AIO pack also includes the basic ERS plugin so the separate ERS mod should no longer be needed.
