I don't know....I just downloaded it myself and haven't loaded it up yet......I would assume it works like any other mod and you use Add Item Menu or similar mod to get the spell books and then equip it like any other spell though
I don't believe scrolls or spell books were ever created, this is just a spell power that has to be added to you not a polished mod that adds spells to the game. It looks like you have to console command them into your spell inventory to use them. Looking at the Skyrim page linked the mod was never actually completed, but almost more of spell resource and not a real spell mod.
Just a heads up on some preliminary testing: one of the spells named "web" and the spell "mephalas web" and the "shocking web" spell are all missing the spell cast animation, and therefor do not cast. Should be a quick fix.
