No More Sinking to a Knee on Low Health SE

Enemies will no longer go down on one knee for an annoying length of time
when their health goes low. At most, they will pause for only about a second.

Gameplay settings changed are:

fBleedoutCheck (from 1.0 to 0.0)
fBleedoutDefault (from 0.15 to 0.0)
fBleedoutMin (from 5.0 to 0.0)
fBleedoutRate (from 15.0 to 0.0)
fBleedoutRecover (from 0.05 to 0.0)

Note: This has not been extensively tested, so hopefully it won't break
anything in the game.
