Adds back in the passive abilities like meteor rain which are removed in the Dragons Use Thu'um deadly dragons patch. Also add a couple things the patch missed. Didn't add any shouts from deadly dragons back in, only passive abilities so you'll still get the intended experience from Dragons Use Thu'um
