Spell merchants will sell books of any level, regardless of player's level

In vanilla, spell merchants only sell books after the player has reached high enough level. After player has reached the level, they sell every possible spell. Requiem does not change the behavior. This mod unlocks spell books and also changes the stock of spell merchants so that they no longer sell every book all the time.
With this mod, spell merchants sell variety of books up to Expert. Low level books are more common than high level books. Wealthy merchants have more books in stock. College professors sell many spells of their school up to Expert. But they may not have every possible spell at all times.
Master spells haven't been changed. All master spells are in stock after the corresponding quest.
