The Summon Arvak spell has been modified to remove restrictions on where it may be cast. Arvak may now be summoned almost anywhere (even indoors) which should allow him to appear in places such as the streets Whiterun, Windhelm, Riften, Markarth and Solitude as well as custom locations added by mods.
The mod changes the magic effect DLC01SummonSoulHorseEffect and removes conditions which restrict where it can be cast, it has one remaining condition that you cannot cast it whilst swimming.
