Basically it changes when the cultists appear after defeating the dragon at the Western Watch Tower in Whiterun hold.
Using the MCM contained in the mod, you can change at what level you wish for the cultists to appear at.
The default level is 20 and this can be changed from anywhere from 1 to 50.
