Someone asked if Khajiit have zoomies. In my headcanon they do. And now in-game they do too.

Every khajiit between 3 AM and 4 AM will get a base speed mult. Which means if they want to walk they'll actually run, and if they want to run they'll actually go super sonic. All of this while meowing.

Notes/caveats:
- I wanted to make the meowing loop between 3 AM and 4 AM, but I couldn't make it stop after 4 AM, so for the sake of mental health, it's just one run of the sound file at 3 AM, it lasts about 10 secs.
- I also made some AI Packages meant to set the preferred speed to "Run" between those hours, but didn't really test them much, I left them there in case someone wants to take over, be my guest.
- It's the first time I dabble with Magic Effects, Spells, Effect Shaders, Sounds, and AI packages. Probably this mod could be implemented in a better way, but for now it just works™

- No. I did this for the meme, I don't wanna spend more than one day making this mod, I just did it for the lolz. If anyone wants to improve upon this, go ahead, no need to ask me, and I won't stop you.

- Is this safe/compatible with...?
- Probably yes. I'm not using scripts nor dlls.

- ESPFE?
- I tried, but xEdit said something about the Effect Shader and didn't let me.
