UPDATE: Added a replacer plugin to fix issues with crowds of NPCs spawning. Make sure install the data from the original Improved Roads mod before replacing the esp with mine.
The conflicts that the USSEP patch addresses are pretty minor. jet5471 explained it in a comment:
"The only thing this conflict does is remove the animals I moved from being controlled by the script. It doesn't bring the bug they fixed back. It will not break your game because of that. All this does is make them respawn due too the cell reset and not by script. The script is to make them respawn regardless of cell reset because in the outdoors you could enter the cell over and over again preventing a cell reset. So If you prevent cell reset then they wont respawn is the only thing that happens, and since it is a small percentage of all the animals it won't matter, the game world will not be void of them."
