Adds an option to skip the initiation quests when you're joining one of the two civil war factions

Simply adds a voiced dialogue "No I don't think I will." that skips the Fort Hraggstad and Serpentstone Isle initiation quest for when you start a new save game, cause you're just a regular guy, you're not special.. Right? We should join like any other guys
Speak to the commanding officers to initiate the skip dialogue after you take the initiation quests, for it's just an option, you can still do it if you wanted to
