There are no textures in the archive(as they'd make the file massive) be sure to grab them if you want them
You have to also install the included Blender plugin -
All the textures for the Rigs, not needed unless you want to have the textures, you'll need to re map all the materials to the new texture paths
Optional files

This is included in the main archive, bu here If you just want the plugin for your own rigs
The exe just needs to exist somewhere accessible on your PC, the io_hkx_animation.zip needs installing into Blender
