A small addition to the town of Winterhold which provides a brand new blacksmith.

Winterhold lacks most shops as a result of the great collapse. However, that was nearly 80 years ago!
Following in the footsteps of my mods Dawnstar - The Hawking Horker and Winterhold - The Bubbling Brew, I present the Smelt Cellar, a blacksmith store and workshop for Winterhold.
This adds one building, Smelt Cellar, which is owned and operated by a brother/sister duo "Parham" and "Parvana".
During weekdays, Parvana runs the shop while Parham works in the workshop. On weekends, they switch roles.
The building replaces an existing destroyed building to minimize the footprint.
The shop sells an assortment of blacksmith goods during typical shop hours, while the workshop cellar/cistern area are public and always accessible.
The workshop can be accessed from inside the shop, or from a trapdoor behind the building.
The interior is fully navmeshed, as well as some minor navmesh edits to the exterior.
Natively compatible with mods by RubberSpaghetti, however, if not using the optional patch you may notice some clutter clipping.
