This patch was created with a side purpose that is to be customized to the users' needs, YOU.
So, let's say you want to disable the whole list of NPCs from the Dragonborn DLC.

A different situation may be that you want to reduce or increase the amount of gold.

I admit that I downloaded the file in order to review the information inside it for getting a clear path to edit my own .ini. However, I reject any future declaration stating that I used that mod to do any sort of plagiarism, certainly, I could see that Wealthy Merchants (SPID) by JobiWanUK only provides two changes in terms of the amount of money for the NPCs, and I increased the list of NPCs.
