This mod only adds a condition to the OBIS spawning script. I have no clue what could cause an npc to behave like that. Did you try disabling and enabling it again with the console ?
open the console, click on the chief record somewhere the number you see on the console. then make a save and send it to me, i'll look through it in the resaver to check if there's some odd scripts running on it.
What you're describing sounds like they're set to invulnerable (which none of the mods involved with this patch do). Do you have some combat overhaul/enemy AI mod running?
Disabling and enabling is done in the console by typing Disable, then Enable after selecting the reference (clicking on the npc). The kill command will kill the boss if selected, may not work if set to invulnerable.
More Informative Console can help you check what spells / perks these npcs have, and might uncover the cause of that.
The save has a lot of missing/undefined scripts probably from removing nff. Nothing sticks out with the npc however.

Really thank you for this patch! I had to stop using OBIS when I installed SRC and Lawbringer, to avoid enemy spawns in already claimed locations. Finally can use all those mods together!

locations with no Lawbringer framework bandit chief can't be killed.
Also I have NFF and uninstalled it (debug npc on bandit chief) heck still persist on new save :(
