I've gotten a lot of comments from people saying the book doesn't work. I can't recreate this issue. But I think I know what is causing it. From their download histories they all seem to be AE players. So if you're using the latest version of the game. You may need a one of these two mods to get this mod to work. They add alternative ways to open perk trees added by any mod built around "Custom Skills framework."

You can ignore the skill level. What perks you can unlock is entirely dependent on what quests for the college you've completed. Skill level doesn't do anything.
My perk tree is starting out showing its lvl 100, and its not actually leveling up or letting me put skill points into it. And I mean RIGHT from the start of the game. not sure if anyone else has had this issue at all. Im running the first suggested mod you have listed there as well.
