Some few places (less than 10) are in "very hard to reach" places, but possible with climb options:
I've personally tested and all are reachable just walking (if you try very hard)
The community has provided a lot of options for climbing (Rope arrows, SkyClimb, Teleport Spells) or you can use the
vanilla horses.

Is possible to go and test the POI places, using the "cow" command.
cow + [Worldspace] [X] [Y], for example to test first POI introduce: "cow tamriel 29 15"
Worldspaces: "tamriel" / "dlc01falmervalley" "dlc2solstheimworld"
Compatibility patches, can be made, but i'll just delete the conflicting location.
