After you win the Battle for Whiterun, the city gets damaged. For Immersion purposes, it seems that Skyrim sets a few NPCs to hammer at certain walls so we feel like the city is slowly recovering, however, I have a few problems with how this works:
.For some reason, this behavior only happens if you win for the stormcloak side, despite the fact that the city gets ravaged either way. .All the buildings marked (bannered mare, temple of Kynareth, Belethor's shop and Amren's house) are left intact by the attack. .This accomplishes nothing. Whiterun enters a perpetual state of repair where NPCs work everyday to no effect, even you stay on the save for in game years, and the novelty wears off. .I found it annoying to be followed by a persistent clanging of hammers throughout the city, it kind of tires my ears.
So I went to the CK and changed the AI packages used by Sigurd, Acolyte Jensen, Amren and Jon make them almost never use the hammermarkers. I am by no means an experienced modder, so if something is wrong with this, do let me know.
I recommend using Tarlazo's After the Civil War - Siege Damage Repairs. I first noticed this after using that mod as I found it especially strange that there were still nails left to hammer in Whiterun after all the repairs were done.
