My best guess is they oppose the Empire the most in current lore. Would've fit the theme of Khajiits in hindsight. It never looked right to me, so I stopped using that plugin.
Celts also used a form of leather armor called a "spolàs" or something apparently. It would fit pretty well if you made a forsworn replacer standalone mod too I think
It would be good if there can be a celtic armor and replacer mod for the forsworn yeah. Infact I think there's a range of celtic swords and weapons in pictures. This one is pretty much overall a summary of their main swords from short to long and their utility knife.
