You'll no longer find "randomly generated" spell tomes anywhere in Skyrim. The Teachers at the College of Winterhold sell them and only for their respective school of magic. Other Versions to completely remove scrolls and spells. ESL flagged

Remove All Random Spells Tomes (Adds Spell Tomes to the College, still removes "in-world" Spell Tomes)

I was working on overhauling magic for my modded Skyrim setup and thought of this. I also think it'd go well with any mod that teaches spells differently
-You can remove all scrolls from vanilla Skyrim and it's DLC's.
-You can remove all of the random spell tomes that you would find in containers, other loot, and merchant inventory throughout Skyrim.
-You can remove all scrolls and all spell tomes in Skyrim entirely.
-The prices of tomes have been significantly altered and raised by level and uniqueness.
-Teachers at the College of Winterhold sell their school's of magic spells. They have a full selection now.
-The Court Wizards and a few NPC's, (because of game lore), will sell a few low level spells.
-Added CC spells to College Masters in a separate download for those that would like it.
- The ONLY Spell Tomes that you will find "in-world" in Skyrim are supposed to be there. I made this for better immersion in my opinion and to help encourage mages to head for the college sooner.
-This was all done by editing the books, containers, and leveled lists records in the esp. No records for spells were changed.
-Please let me know if something is bugged or incorrect so that I can fix it ASAP. Thanks guys
I made this mod to be easily installed, highly compatible, no scripts or updates, requires nothing other than Skyrim Special Edition.
