For some reason, this had the opposite effect for me. Probably because of uncapper. My smithing is 174 and smelting one steel ingot gave me almost a full level. Probably best to use this on a new game. Still going to endorse. The smelter I used was in Riverwood added by JK's Skyrim. Didn't test anywhere else, possibly a patch needed. Will keep my eye on this! Thanks.
