A rewrite of Ordinator's "ord_reacttoincomingelixirhits_script.pex" script to use Po3's Papyrus Extender's OnMagicEffectApply replacement to reduce papyrus load.

Cacophony, author of Licentia has brought to my attention that a certain script in Ordinator causes a lot of suspended stacks and high papyrus load.
I've rewritten the script to utilize Papyrus Extender and now, instead of firing on every effect, it only fires on the expected ones. Effects with the following keywords will trigger the script:
MagicAlchRestoreMagika
MagicAlchRestoreHealth
MagicAlchRestoreStamina
MagicAlchBeneficial
And here is prove that I'm allowed to earn DP with this mod, I dunno if I need to include this, but just in case a Nexusmods Mod sees this.
