Tweaks Lucien's festive Saturalia dialogue to be able to play throughout the month of Evening Star (December) without him having to specifically wear special clothes.

I love Lucien's festive Saturalia dialogue but didn't necessarily want him wearing the Saturalia Clothes all the time - which is required for the dialogue to play.
This simple tweak removes the condition that he must be wearing the Saturalia Clothes and replaces it with a condition that it must currently be the month of Evening Star (December). Dialogues that require you to be wearing the clothes are unchanged.
Now he will be in a festive mood all month long without having to dress a certain way.
