In Survival Mode, the entirety of Falskaar is treated as freezing despite being a very temperate region. This fixes that... sort of.

Lore-wise, Falskaar is a very temperate region. When playing in Survival Mode, however, you'll quickly find that the entire region is frigid - even a dip in the lovely Amber Creek will hurt you.

This is because, technically speaking, Falskaar is very high up on the game's z-axis. When you're walking around Falskaar, it's as if you're walking around on the Throat of the World. Survival Mode performs height checks in addition to its other regional checks - the higher up you are, the colder you will be. Therefore, due to its height, the game interprets Falskaar as being very, very cold. Now I don't know why Falskaar was made so high up on the game's z-axis, but I do know that it makes Survival Mode a pain - and nonsensically so, given the lore of the region.

So, this band-aid fix will add Falskaar to Survival Mode's "Interior Areas" list, used for places like Blackreach - worldspaces that are technically an interior.
This will effectively treat the entirety of Falskaar as a neutral environment, meaning you'll no longer freeze rapidly and you can take a swim without dying.

This isn't a perfect solution - places that probably should be colder like the southern locations in the Sea of Ghosts will not be - and the sea itself won't freeze you either. But given the region's lore, and considering 95%+ of Falskaar's content takes place in areas that should definitely be warm, I consider this a happy medium.
