You can now buy a rowboat in the Windhelm and Raven Rock for 500 gold and hop on it and travel on water. The boat cannot break and moving is the same controls as walking. To exit the boat simply jump, run, or sail and touch the shore. The Windhelm rowboat can only be used in the Sea Of Ghosts and the waters that connect to the Sea Of Ghosts. The boat will not port in the city unlike a horse that will be stables outside the city. You can also fish from the boat as the boat has fishing supplies. When fishing in the boat and you run out of fish, just sail to another spot to catch more fish.
If you are using World Map - Skyrim Hold Borders we do have a patch with the mod that will add the road that leads from Winterhold to the Winterhold Docks roads on the world map.
