      So, you know how that guy Roggvir gets executed when you first enter Solitude? So, they chopped his head off and he turned into a draugr (he got glowy eyes basically) a few seconds afterward. He didn't get up, but another draugr (the ones in tombs) spawned next to him and killed the executioner. Then the executioner became a draugr, spawned another, and they all went and turned the guards and everyone else in the area. This poor lad was trying to fight them off.
