That is because dragons are beautiful and majestic. They should not be inherently evil or attack as soon as they see you. I wish somebody would make a mod that would make at least the unnamed dragons have a 50 chance of not attacking anything and just observe from above and then go on about their days. Said mod could also allow them to "hunt" for food or land by a body of water to "drink" and then the player can just observe them and just awe in the beauty of dragons. But, since I am not a modder, I can only ask. Also, endorsed because dragons.
In the context of Skyrim it does make sense for them to be so homicidal though, the returned dragons are, after all, Alduin's allies in his war against mankind.
