The new healers group spell starts working at restoration skill level of 25
You can see in this pic that at level 3 this Vacated's skill is only 24. So she wasn't yet able to cast that spell. She still had her self healing spells though.
Reason I took this pic was to see that info for myself. I thought that was what was happening but wasn't sure.
