It could have been better if I knew how to change the format of screenshost when they are saved. JPG is usually causing the banding effect (pixelated darker areas where one color shifts into another) while PNG woudln't have that issue.
Steam - Settings - In-Game - Save An Uncompressed Copy (and set the folder you want them)
This will continue to save the compressed JPGs for each game but will add an uncompressed PNG into the folder you pick. All games where you hit your screen shot key (F12 for me) will put their PNGs into that folder.
Keep in mind these PNGs will be 8 MB if you play 4k resolution like I do. So I then have to use GIMP2 to convert them to JPG before I can share them in Nexus or Flickr, but this allows the JPG conversion to be clean and to not have the loss of quality you mention.
Which explains what was eating SO MUCH space on my hard drive... 29.5GB of uncompressed screenshots from all games I've played on steam.
